SEVIS Transfer for F1 & J1 Students


Transferring INTO the University of Maryland

If you are in valid F1 or J1 status studying at another institution in the United States or are currently on Optional Practical Training (OPT) or Academic Training (AT), US Citizen and Immigration Services (USCIS) regulations permit a transfer of your SEVIS record/status to the University of Maryland, College Park (UMD). You must inform your current school of your intent to transfer to UMD. Your UMD I-20 cannot be created until your current school releases your SEVIS record to UMD. It is important to follow the procedures below carefully because failure to complete the SEVIS transfer process in a timely manner will result in the violation of your F1 or J1 status.

Transfer Implications

Effect on Work
On-campus:
On-campus work may only be performed at the school which holds your SEVIS record. Once your SEVIS record is transferred to UMD, your work must end at the transfer-out school.

Off- campus:
Off-campus work authorizations such as OPT and AT will end on the date your SEVIS record is transferred to UMD.

Travel Between Studies

If you will travel outside of the United States between the time you are studying at your current school and the University of Maryland College Park (UMD), you should speak with an International Student Advisor at both schools to assure you have the necessary documents to re-enter the United States. Depending on your situation you might receive a new SEVIS ID# or continue with your previous SEVIS ID#. In either case you MUST USE the I-20/DS-2019 from UMD when you re-enter the United States.

Timelines

Completed degree:
F-1 students must transfer their SEVIS record to the new institution within 60 days of the completion of their degree (I-20 end date, or OPT end date). Therefore it is important to notify your current school as soon as possible of your impending transfer.

J-1 students must transfer their SEVIS record to the new institution within 30 days of the completion of their degree (DS-2019 end date or AT end date). Therefore it is important to notify your current school as soon as possible of your impending transfer.

Incomplete degree:
If your I-20/DS-2019 is still valid and you wish to transfer prior to the completion of your degree requirements you should speak with an International Student Advisor at your current institution and at the University of Maryland, College Park. Individual school policies may affect when you are able to transfer your SEVIS Record.

Process for Transferring INTO the University of Maryland

  • Once admitted you will receive an email from ISSS with instructions on how to begin the electronic process of requesting an I-20.  On the e-form titled, Transfer an F-1 Program, select "Yes" and provide the contact information for your current international office advisor.  Your current international advisor will be sent an email within 24 hours notifying them of your request to transfer your F-1 program to UMD.
  • You will work with your current international advisor to determine the date your record will be electronically released in SEVIS to UMD.  This must occur within 60 days after completing your studies or ending OPT at your current institution.
  • ISSS will issue you a UMD I-20 or DS 2019 after both steps above have been completed. You will receive an email once your I-20 or DS 2019 is prepared.
  • Sign page one of the I-20 when you receive it.
  • Complete the Arrival Check In Process (Documents Check Upload, SEVIS Verification and attend ISSS Immigration Session at Orientation).
  • ISSS will officially complete the transfer process once you have attended Orientation and registered for the required number of courses.

Remember... Failure to complete the Transfer process in a timely manner is a violation of your status.


Transferring OUT of the University of Maryland

If you are studying at the University of Maryland and want to study at another institution, you must have your SEVIS record transferred. It is important to follow SEVIS transfer procedures carefully because failure to complete the transfer process in a timely manner is a violation of your status. Loss of status will exclude students from benefits such as authorized employment. Contact an ISSS advisor at 301.314.7740 for more information about transfers.

If you will travel abroad between the times when you are studying at your old school and your new school you should speak with an International Student Advisor at your new institution. In some cases you may need to receive a completely new I-20/DS-2019 instead of transferring your SEVIS record.

Process for Transferring OUT of the University of Maryland

  1. Submit the completed Transfer Out e-form to ISSS via Iterp ( Once you are logged in click F-1 Student Services> Transfer Out) 
  2. Submit a copy of your admission letter to the new institution
  3. Your new school may also require that we complete one of their forms, you may upload that document in iTerp.
  4. Before your SEVIS record is transferred to the new institution, information is requested from your academic department regarding your academic status
  5. An ISSS advisor will review your transfer out request and will initiate the release of your F1 record in SEVIS.  You will be notified via email when the form has been approved, the transfer out will be effective based on your requested SEVIS release date.  ​
