Procedures for ITIN Applications

These temporary procedures for ITIN applications only apply to Student and Exchange Visitor Program (SEVP)-approved institutions for nonresident alien students and exchange visitors and their dependents.

Applicants must obtain a certification letter and a "No Employment Letter" from a Student and Exchange Visitor Program (SEVP)-approved institution as a substitute for submission of the original identification documents with the Form W-7 as required under the June 22, 2012, interim procedures. A certification letter is required for each Form W-7 application. This includes applications for the primary applicant, associated secondary (spouse) applicant, and dependent applicant(s). The Form W-7 application, with copies of all required supporting documents including the certification letter, must be sent to the IRS.

Step 1: Complete the ITIN Application Form (W-7)

Step 2: Assemble the following supporting documentation in the order below.

  • Certification letter (to be provided by ISSS office)
  • Form W-7 Application
  • Notarized copies of the biographic page of the passport and foreign status documentation
  • Copy of DS-2019 Certificate of Eligibility for Exchange Visitor Status (J-1 Status); or
  • Copy of I-20, Certificate of Eligibility for Nonimmigrant Student Status
  • "No Employment Letter" (if you are not claiming a Tax Treaty Exemption)
  • Other supporting documents necessary to meet the Form W-7 application requirements

Step 3: Obtain a postage paid envelope (i.e. U.S. Mail, FedEx, eShip Global) addressed to:

Step 4: Bring your package (items in Step 2 and 3) to the ISSS office during walk-in hours or by appointment. ISSS will issue the Certification letter which verifies your original passport and immigration documents verifying international student status. The advisor will submit your ITIN application on your behalf to the IRS.

Please Note: The documents in Step 2 are required in order for our office to provide the certification letter.
